Managing Principal
William J. Collins began his real estate career in 1985 as Vice President for Institutional Investment for the Smithy Braedon Company. He has operated his own development and consulting company since 1987. Mr. Collins and Mr. Norman formed The Concordia Group in 1999, specializing in the entitlements of residential mixed-use projects. Mr. Collins has developed over 2,600 residential units in infill locations around the Washington Metropolitan Area. Throughout his career, Mr. Collins has acted as a real estate advisor to many non-profits throughout the area.
Mr. Collins holds a BA from Villanova University and a JD from Catholic University School of Law. He is a member of the District of Columbia Bar Association, the Urban Land Institute, the Maryland and Northern Virginia Builders Industry Associations and is a licensed real estate broker in Maryland, Virginia and the District of Columbia.

Prior to joining The Concordia Group, Mr. Tuohey was responsible for finance and acquisitions for City Interests, a fully-integrated real estate development firm focused on mixed-use, transit oriented development in Washington, D.C. Mr. Tuohey began his career at Holliday Fenoglio Fowler, LP where he worked in both their New York City and Washington, D.C. offices. While at HFF, Devin worked within the Investment Sales Group and Debt Financing Group, participating in over $1.5 billion of real estate transactions throughout the United States.
Mr. Tuohey holds a BA degree from Colgate University and a JD from Fordham Law School. Devin is a member of the DC Bar Association, the Real Estate Group and is a licensed real estate broker in the State of Maryland.

Prior to joining The Concordia Group, Mr. Simpson was a Senior Manager at CohnReznick and a member of the firms Construction Industry Practice. Brian worked closely with general contractors, subcontractors, homebuilders, real estate owners and developers, as well as other organizations operating in the construction industry. Brian was involved in all functions in audits, reviews, and consulting engagements, including designing approach, evaluation of internal controls, audit resolution, and financial statement review.
Mr. Simpson holds a BS degree from Elon University. Brian is a Certified Public Accountant, a Certified Construction Industry Financial Professional and member of the American Institute of Certified Public Accountants.

President of Land Quest Solutions LLC, Kenneth J. Lauer oversees Development operations. Ken has 23 years of land development experience. Prior to joining The Concordia Group, Mr. Lauer was Land Development Manager for the Washington, DC division of Centex Homes, where for six years he stewarded the development of award-winning communities across the National Capital region. Mr. Lauer’s prior experience also includes 10 years as a geo-technical engineer covering Maryland, Northern Virginia and the District of Columbia.

Office Manager
The Office Manager of The Concordia Group, Susan D. Boyd oversees all administrative and human resources duties, including payroll and employee benefits. In addition, Ms. Boyd handles the internal accounting responsibilities of The Concordia Group and all of the development projects.
Ms. Boyd holds a BS degree in Office Administration from Benedict College and a MBA from the University of the District of Columbia. She is a licensed real estate agent in the Maryland, Virginia and District of Columbia.
