Our Team

William J. Collins

MANAGING PRINCIPAL

Will Collins began his real estate career in 1985 as Vice President for Institutional Investment for the Smithy Braedon Company. In 1990, he joined Horning Brothers, working with the family-owned developer building multi- and single-family detached and townhome communities throughout the Washington DC region. The experience he gained with these firms led him to form The Concordia Group in 1999.

Will has developed over 2,600 residential units in infill locations around the Washington Metropolitan Area. In 2015, The Concordia Group expanded into the Philadelphia market and has successfully developed multifamily and for sale communities throughout the Philadelphia region. Throughout his career, Will has acted as a real estate advisor to many non-profits in the Mid-Atlantic region.

Will holds a BA degree from Villanova University and a JD from the Catholic University School of Law. He is a member of the Board of Directors for the District of Columbia Builders Industry Association, the Urban Land Institute and is currently licensed as a licensed real estate broker in Maryland, Virginia, Pennsylvania and the District of Columbia.

Devin Tuohey

PRINCIPAL

Devin Tuohey is a Principal with The Concordia Group and oversees operations in the Philadelphia market. Devin joined The Concordia Group in 2012 and has developed over 1,000 residential units in the Philadelphia market. Devin began his career at Holliday Fenoglio Fowler, working in the firm’s New York City and Washington, DC offices where he participated in over $1.5 billion of investment sales and debt financings.

Devin holds a BA from Colgate University and a JD from Fordham Law School. Devin currently serves on the Executive Committee as Vice President of the Philadelphia Building Industry Association.

Brian Simpson

CHIEF FINANCIAL OFFICER

Brian Simpson is responsible for the accounting functions and financial reporting requirements of the company. Prior to joining The Concordia Group, Brian was a Senior Manager at CohnReznick and a member of the firms Construction Industry Practice. Brian worked closely with general contractors, subcontractors, homebuilders and developers. He was involved in all functions in audits, reviews, and consulting engagements. Brian holds a BS degree in Accounting from Elon University and is a Certified Public Accountant.

Susan D. Boyd

OFFICE MANAGER

Susan Boyd has been a part of The Concordia Group team since its inception in 1999. As Office Manager, she oversees all administrative and human resources duties. She also assists with accounting responsibilities for the development project.

Ms. Boyd holds a BS degree in Office Administration from Benedict College and a MBA from the University of the District of Columbia. She is a notary for the State of Maryland and a licensed real estate agent in the District of Columbia, Maryland and Virginia.

Adam Picow

PRINCIPAL

Adam brings a wealth of expertise to The Concordia Group with over 15 years of commercial and residential real estate experience. A proud graduate of the University of Central Florida, earning a Bachelor’s degree in Accounting with cum laude honors, then went on to pursue a Master’s degree in Construction Management from the prestigious University of Florida.

Throughout his career, Adam has led acquisition efforts for renowned organizations, including Lennar Homes, The Falcone Group, Rich Properties, and the Pandya Group. Their portfolio of expertise spans from land development to vertical construction projects, with a focus on Multifamily Apartments, Single Family Subdivisions, Self-Storage, and Mixed-Use Developments.

Passionate about delivering innovative real estate solutions, Adam combines strategic vision with hands-on experience to drive exceptional outcomes for his real estate projects.

Mary Mulholland

PARTNER - DEVELOPMENT

Mary joined The Concordia Group in 2026, contributing her experience to the execution of the Pennsylvania portfolio of development projects.

After earning her B.A. from Temple University, Mary chose to build her career in Philadelphia area and developed a deep connection to the City via residential construction & development, and association, property, & asset management.

Mary has worked in the real estate development industry since 2009, proudly gaining senior management experience in several roles with U.S. Construction Inc., U.S. Development LLC., and Premier Access Property Management.

She remains active in the Philadelphia Building Industry Association and has co-chaired of the Government Affairs committee since 2020.

Matt Handel

PRINCIPAL

Matt Handel is a Principal of Concordia Group with more than 15 years of experience in industrial, office, and mixed-use real estate investments. Prior to joining Concordia, Matt led the Philadelphia market for Alliance HP, where he directed acquisitions and leasing across a large portfolio of institutional-quality properties in the Mid-Atlantic.

At Alliance HP, Matt served as the point person on the acquisition, lease-up, and disposition of approximately 7 million square feet of assets in Pennsylvania and New Jersey. His experience spans value-add, development, and redevelopment projects across Class A and B warehouse, light industrial, industrial outdoor storage, flex, and suburban office properties.

Matt holds a Master of City Planning from the University of Pennsylvania, with a Certificate in Real Estate Development and Design from the Wharton School, and a Bachelor of Arts from Haverford College, where he captained the men’s lacrosse team.
